EXECUTIVE SUMMARY
SCHOOL GRABBING
1. By concoction of documents and doctoring forged Documents one Mr.
BALAKRISHNAN and MRS.NIRAIMATHI have false fully acquired the School
Administration of AIDED ELEMENTARY SCHOOL, Eduthukatti BUDHANOOR and are
misrepresenting themselves as School Secretary and Agency, as there are no
approval orders issued by the competent authority as required by TAMILNADU
PRIVATE SCHOOLS REGULATION ACT 1974. By violations of the rules and
Departmental procedures and they have maladministered the school by creating an
School Administrative Committee with their close relatives and servant maids,
unapproved and unrecognized by the
School Education Committee. This is done by connivance of the Government
officials except which they could not continue in the administrative positions
of the school.

The above said Mr.
BALAKRISHNAN and MRS.NIRAIMATHI have cheated the Government by colluding with
a few of the Government Officials by
misusing the School’s Name by allotting
the Government funds for the Construction of ADDITIONAL SCHOOL BUILDING project
. Project worth Rupees Ten Lakhs and Fifty Thousand (Rs. 10,50,000/-) and
creating their own Family Property with Government Funds by violating the guidelines for implementation
of the scheme. Thereby they have caused a wrongful loss to the Government Exchequer
LAND SCAM
3. Parallel to the above said NNT
2010-11 scandal, Mr. BALAKRISHNAN and MRS.NIRAIMATHI have constructed the
Building using the Government Fund in the Agricultural wet land owned by
Mrs.Niraimathi R.S.No.129/2A, is a small
Sized land of 1,614 Square feet instead of constructing the building on the
large sized Government Poramboke Land R.S.No. 128/1. Only in the nefarious plan
of encroaching the high market valued adjacent Government Land which is
adjacent to the Main Road.
OBTAINING PUBLIC BUILDING LICENCE BY FRAUD
4. The PUBLIC BUILDING LICENCE no.38/19832010
of the main school building existed on R.S.no 128/1, (PORAMBOKE ) issued by
Tarangambadi Tahsildar numbered k. Dis.No.5190/2008/ A2 on September 2008 was let to expire after the
expiry of its validity period on 31st July
2010.Subsequently the school has been made to function in licence less
building for a period of more than nine months
and the same Licence 39/ 1983 has been wrongfully renewed for the Building constructed on the R.S. no 129/2A(NANJAI)
. This is done only because the never the PUBLIC BUILDING LICENCE could be
obtained for the building constructed on the NANJAI land. To effect this the
stable STONE WALLED BUILDING with COUNTRY TILED ROOFING was demolished without
any permission from any of the Government Departments.
Chronology of Events
1. 1939 - Establishment of the AIDED ELEMENTARY SCHOOL, Budhanoor by forefathers
of K.Govindasamy Pillai as per records.
2. 1941 – Mr.K.Govindasamy Pillai inherited the School management and served as the School Manager cum Secretary,
then a teacher subsequently the Head Master until his Superannuation in 1983.
3. Early 1950s – Construction of the School Building on Government
Poramboke land R.S.No. 128/1 after obtaining due permission from the Village
panchayat and by being granted a B- Memo for the land.
4. 1989 May - Expression of Interest by Mr. K. Govindasamy Pillai to
appoint his son Mr.G. Parivallal as the President of the School Committee .
5. 1990 Jan - Mr.G. Parivallal granted Permission by the Department of
School Education to serve as the President of the School Committee.
6. 1991 – Mr.Panbu appointed as the Assistant Teacher in the School.
7. 2000 Nov – Sudden Demise of Mr.
K. Govindasamy Pillai.
8. 2001 Jan – Mrs. Manomani widow of Mr. K. Govindasamy Pillai approved by
the Government to Serve as the School Secretary.
9. 2005 – Mr. Balakrishnan and Mrs. Niraimathi grabbing the school management by misusing
the trust, senility , illiteracy of Mrs. Manonmani Ammal and misusing the
absence of her son Mr.G. Parivallal who was located at Pondicherry due to his
occupational obligations. Mr. Balakrishnan and Mrs. Niraimathi since then are officiating the School
Management by violating a number Rules , Norms and Government Procedures.
10. 2010 Jan – An Agricultural Wet Land R.S. No. 129/2A purchased by
Mrs.Niraimathi.
11. 2010 31st Aug –
Expiry of PUBLIC BUILDING LICENCE no 38/(19)83 issued for the building on the
Poramboke land R.S.no.128/1.
12. 2010 Oct – Commencement Of NAMMAKU NAAME THITTAM Project of
construction Additional School Building in the school.
13. 2010 Nov – Mr. Parivallal ,on
his Diwali visit to the village, astonished on seeing a building construction
in the School and shocked to hear the reply of Mr.Balakrishnan that he has no claim on the school and the school
management is owned by the family members of Mr.Balakrishnan.
14. 2010 Dec – Mrs. Manonmani writing a letter to BDO to stop the Construction
Project.
15. 2011 May – Unlawful Demolishing of the
Stable School building on R.S. no .128/1
. by Mr. Balakrishnan and Mrs. Niraimathi.
16. 2011 Jun – RTI reply from DEEO Nagapattinam exposing the SCHOOL
CAPTURING of Mr Balakrishnan and Mrs. Niraimathi by fabrication of Records and
doctoring Forged Documents.
17. 2011 July – Wrongful renewal Of the PUBLIC BUILDING LICENCE no.38/(19)83
fraudulently by Mr Balakrishnan and Mrs.
Niraimathi.
18. 2011 July – Representation sent by Mr. Parivallal to DEEO ,
Nagapattinam citing the Irregularities of the School Management.
19. 2011 Sep – Writ petition filed
by Mr.G.Parivallal in the MADRAS HIGH COURT, to reinstate himself as the
School Agency and set aside the fraudulent who have illegitimately captured the
School Management and maladministering the school.
20. 2011 Oct – RTI reply of the Tahsildar Office , Tharangambadi exposing
the Wrongful renewal Of the PUBLIC BUILDING LICENCE.
21. 2012 Feb - RTI reply of the BDO Office , Sembanarkoil exposing the
Nammaku Namme thittam 2010-11 Scandal.
22. 2012 Mar - the MADRAS HIGH COURT disposing the Writ petition of
Mr.G.Parivallal , allowing the petitioner the liberty to withdraw the petition
and directing the same to be trialed at a lower Court.
23. 2012 Apr – Police complaint lodged by Mr.G.Parivallal for the fraud,
forgery and school grabbing at Nagapattinam SP Office.
